Construction Update

Update - Reporting Period 10/10/2026 - 23/10/2026

In the last week, works have commenced on the installation of the effluent gravity main system. Due to the flat grades in Cummins, the deepest sections of this system are over five metres deep, making the initial progress very slow as a large amount of material needed to be excavated to install the pits and pipes.

Works Completed This Fortnight

  • Completed laying stormwater system to basin.
  • Commenced installation of the effluent gravity main.

Upcoming Works for Fortnight

  • Continue effluent gravity network installation.
  • Continue with the mobilising of the plant needed to complete the works.

Impacts to Adjoining Land

  • Trucks moving equipment and materials to site.

Please note that the above schedule is subject to change due to weather conditions, contractor availability, and other unforeseen circumstances. Every effort will be made to keep the community informed of any changes as they arise.

About the Project

The regional housing shortage challenge is impacting community prosperity and economic growth.

The local issue facing Cummins is exasperated by the shortage of suitable land available within the township for residential development.

10 years ago Council was proactive in purchasing the 11 hectares of land on the southern boundary of the township, Lot 10 East Terrace (area marked below)

Since then, the impediment to developing the land has been the cost of the enabling infrastructure to service the new allotments making the development financially unviable. Over the past 5 years several State and Federal Government grants have been applied for unsuccessfully to fund this works to address this shortfall.

Community feedback received through the Cummins Township Master Planning process in 2023 reaffirmed housing supply to be one of the highest priority issues the community requested Council to address. This was supported by additional business surveys undertaken to test likely demand.

A media release on 20 December 2024 provided an update on the initiative as a high priority of the Master Plan and Council’s Strategic Plan 2024-34.

Council has entered a deed agreement with Renewal SA to allocate 5 allotments within Stage One of the three stage development for their Government Employee Housing Scheme.  The allotments are in exchange for critical funding to enable infrastructure works as State Government’s contribution to make Stage One of the project financially viable.

Stage One will deliver 30 allotments ranging in size from 600sqm to 1,642sqm and will be subdivided with roadway and services ready for connection within the next 24 months.

The new land division will offer the region and community numerous benefits including:

  • Increase in land and housing supply
  • Revitalisation of the township
  • New residents, resulting in employers having greater access to, and retention of staff
  • Diversity in residents contributes to the social fabric of the town
  • Retention of retired farmers, increasing volunteerism opportunities and childcare options for parents re-entering workforce
  • Increase in population and retention of younger residents seeking employment in the region instead of having to move to enjoy independence
  • Opportunity for businesses to expand their offering
  • Increase in new services to cater to increased demand
  • Economic benefits i.e. jobs through construction, new resident expenditure
