Community Land Management Plan Review

Community Land Management Plans (CLMP)

(Last Updated - July 2026)

Why Community Land Management Plans Are Required

All local government land (except roads) that is owned by a council or under council's care, control and management is taken to have been classified as community land unless:

  • the land has been formally revoked from community land status (following consultation and Ministerial approval); or
  • the land was excluded at the time of purchase.

A CLMP sets out:

  • where the land is located;
  • why Council holds it;
  • how the land is used and managed;
  • Council’s objectives and performance measures; and
  • any future options for the land.

What Is Included in a CLMP

Each CLMP identifies the land parcel and whether it is owned by Council or the Crown. The plans consider:

  • existing uses and community value;
  • natural or built features on the site;
  • possible future management or use options; and
  • how Council will measure its performance.

Timeline – What Has Happened So Far

July 2026 – Revocation Reports - 13 and 27 Pine Crescent, Coffin Bay

At its July 2026 meeting, Council resolved to initiate the process to revoke the Community Land status of the following properties:

  • 13 Pine Crescent, Deposited Plan 5750, Certificate of Title Volume 6278 Folio 309, in the Hundred of Lake Wangary; and
  • 27 Pine Crescent, Deposited Plan 5928, Certificate of Title Volume 6278 Folio 310, in the Hundred of Lake Wangary.

Reports and an online feedback form can be found here.

Consultation Closes 11 August 2026.

June 2026 – Consideration of feedback and resolving next steps

The feedback received through the consultation process was presented to Council at an information briefing to enable them to ask further questions or explore options for each parcel with Administration. At the June 2026 Council meeting, Council resolved to proceed as follows:

  1. That having complied with the processes outlined in Section 194 of the Local Government Act 1999, the Lower Eyre Council write to the Minister of Local Government seeking approval to request approval for the revocation of the classification over
    1. 11 Central Street, Louth Bay (CR5754, Folio 992)
    2. 21-23 Warrow Road Cummins (CT3392, Folio 61).
  2. That Administration arrange a site meeting with the respondents advocating for the retention of Strawberry Hill Road to consider options to preserve the memorial and protect its cultural and historical significance, ongoing management and maintenance responsibilities of the site, and potential separation of the land containing a memorial.
  3. That Council instruct Administration to prepare revocation reports for Council’s consideration ahead of community consultation on 13 and 27 Pine Crescent, Coffin Bay.
  4. That a report regarding the future use of 12-14 Bruce Terrace, Cummins  be brought to Council for consideration at a future meeting.

March 2026 – Next Stage Reports

In March 2026, Council considered reports to progress the next stage of the process for a small number of sites. Council resolved to release revocation reports for selected community land sites and to undertake further consultation on the former fuel depot site in Cummins.

Public consultation on the proposed revocations and the former fuel depot site closed on 11 May 2026.

October 2025 – Council Consideration of Feedback

Council reviewed all feedback received during the consultation period. Much of the feedback related to the value of green space and habitat in Coffin Bay, particularly:

  • 19–27 Flinders Avenue (A910) – Crown land
  • 13 Pine Crescent (A1061)
  • 27 Pine Crescent (A1070)
  • Council acknowledged the importance of these areas to the community. As a result:
  • reference to returning 19–27 Flinders Avenue to the Crown was proposed to be removed from the plan; and
  • no immediate decision was made about the future of the Pine Crescent allotments.

Council also resolved to:

  • divide the plans into smaller groupings and individual plans, with further amendments and consultation to occur for A1265 – Coffin Bay Foreshore;
  • creating an individual Community Land Management Plan for A3139 – Greenly Beach coastal reserve;
  • amending wording within the plans to better reflect sustainable land management, including:
    • rewording general objectives to “promote sustainable use while safeguarding the natural environment throughout”;
    • for CR5754/970 – Miniribbie Road Water Reserve, including options to lease adjacent land (by permit) for cropping to help manage fire or flooding hazards, and to consider support for externally funded revegetation or fencing proposals from community groups;
    • for A1004 – Penny Lane, clarifying its role in stormwater management and water quality improvement, adding support for community‑led wetland weeding, and confirming inspections occur after severe storm events;
    • for A910 – 19–27 Flinders Avenue, removing reference to returning the site to the Crown;
  • responding to residents who provided feedback, thanking them for their input and advising them of Council decisions to date and the next steps in the process; and
  • deferring any decision on the Pine Crescent allotments to a future Council meeting.

Initial Review (2024–2025)

  • Council undertook a comprehensive review of all land it owns or manages, including both community land and operational land.
  • A draft suite of Community Land Management Plans was prepared and released for community consultation, which closed on 29 August 2025.
  • 15 submissions were received from residents and community organisations.
