Section 221 - Permit to Alter a Public Road
A Section 221 permit is required when undertaking works on a public road, including the footpath.
Typical activities where a permit is required are:
- The construction of a new driveway or footpath.
- Installation of structures (including pipes, wires, cables etc) in, on, across, over or under a road.
- Changes to the materials or construction of a road.
- Changes or removal of a structure associated with a road; and
- Planting or removal of a tree or vegetation on a footpath.

Temporary Road Closure Permit
If you have an event which requires a temporary road closure, please complete an application and submit to Council.
Please note that temporary road closure most likely requires approval from other authorities.

Permit to Undertake Works on Land Under Council's Care & Control
A permit is required for the following works:
- Indirect water services (Requires easement)
- Water pipes (Requires easement)
- Planting or removing trees / vegetation
- Seed collection
- Erecting structures
- Stormwater outlets
- Memorial outside of cemetery
- Please note that removal of dead wood is not permitted.

Authorisation to Undertake Works on Land Under Councils Care and Control
Overdimensional or Overmass Load
All requests for Overmass/Over-Dimensional Load permits now go through the National Heavy Vehicle Regulator (NHVR) via their website www.nhvr.gov.au or by phoning general enquiries 1300 MYNHVR (1300 696 487).
Community Venue Hire Submission
The community venue hire submission form has recently been created for community groups with venues available to hire by either the public or by Council .
A list will be published on Councils website of venues available for hire for public viewing to assist our local clubs and communities in raising awareness of the vast array of amazing venues we have in Lower EP!

Special Event Permit
A Special Event Permit is required if you wish to use any Council or Community owned land to hold an event.
The event may require Public Liability Insurance showing coverage of a minimum of $20,000,000. For more information, please refer to councils Event Management Guide.

The application will be assessed by Council and a letter will be provided advising if the approval has been granted and any conditions that may need to be adhered to.

Footpath Stall Permit
A Footpath Stall Permit it required if you wish to use any Council owned footpath to host a stall.

Liquor Licences
If you are intending to host a party or organising an event where liquor will be sold, you are required to obtain a liquor licence. For more information or to apply online, please click here to access the Consumer and Business Services website. Council must be given the opportunity to comment on the application, and therefore requires notification in writing from the applicant providing the following details :
- Nature of proposed event
- Venue
- Date and time
- Hours of operation
Council will then provide comment to the OLGC regarding the application.
Fire Permit
Please note that there are Additional Local Conditions attached to any approved permit that must be read, understood and followed. These will be provided in conjunction with approved permits.
