An update on the Flinders Highway works.

A section of Flinders Highway that was sealed earlier this week will be open to traffic from 4pm today (Friday, December 16).

People will now be able to access the section of Flinders Highway from the Pound Lane intersection up to the Port Lincoln Golf Course.

As there is no line marking or guard rails installed, the road will be opened under a 40km/h speed limit. This will also help to protect the new seal until it has had time to cure. Council asks the public to please respect these lower limits as higher speeds will have an impact on the seal in the first few weeks.

There will traffic control measure in place over the Christmas and New Year periods, and works will recommence under temporary traffic lights on Monday, January 9.

The Council and contractors thank the residents for their patience during the construction works, and wish you all a happy and safe Christmas and New Year’s period.

Continued wet weather has seen additional and continued delays to the Flinders Highway Upgrade project.

In the 90 days since the last update there has been 58 days where the project has experienced rain, as such the contraction programme is now a total 14 weeks behind schedule.

With the change in the weather patterns and the long-term forecast now showing signs of more consistent dry weather, the contractor has been able to book in a sealing date for the current section of the works.

The current section of works between the Cockatoo Drive and Pound Lane/Chapman Road intersection is scheduled to be sealed between December 8-14.

Once the section has been sealed it will be opened to traffic albeit at reduced speed.

With the improving conditions the contractor will commence the pavement works in the Pound/Chapman/Flinders intersection.

These works will be undertaken under traffic control with traffic lights being used while the works are occurring.

While the project’s grant funding is saving Council and ratepayers a significant amount of money, the conditions of the grant meant that work had to commence through the winter months to meet funding timelines.

The completion of the first section of the Flinders Highway Upgrade is currently behind schedule.

The cause of the delay is the consistent rain events not allowing program works to be undertaken, and traffic entering the work site when the site is unoccupied, causing damage to the works that had been completed.

Currently the loss of production has caused a 6-week delay in the sealing of this first section, and additional rain could further delay the completion date.

Whilst the grant funding for this project saves Council and the rate payers a significant amount of money, the conditions of the grant meant that work had to commence through the winter months to meet funding timelines.

Council and the contractor reach out to the public to be patient whilst we await breaks in the weather to allow this project to continue.

Please be advised work is expected to begin on the Flinders Highway upgrade from Monday, May 16, and as such there are expected to be disruptions to local traffic with road closures likely to take effect from May 25.

The project is valued at $2,000,000 and is jointly funded by the District Council of Lower Eyre Peninsula and the State Government's Local Government Infrastructure Partnership Grant Program.

EP Civil plans to complete the project into two stages:

Stage One

Flinders Highway - East of the Pound Lane/Chapman Road intersection up to 100m west of the Cockatoo Road intersection

This stage of the works will see Flinders Highway (between Cockatoo Road and Pound Lane Chapman Road intersection) closed for approximately 12 weeks. This closure will be in effect from May 25 and information outlining the detours during this stage of works is attached to this correspondence for your reference.

If the road was to remain open under traffic control for this stage, it is estimated the amount of time needed to complete the works would be increase by 50 per cent, with an associated increase in costs. In addition, the use of stop lights during this period would be required, adding delays of up to 10 minutes in each instance to the traveller.

Stage Two

Realignment of the Pound Lane/Chapman Road intersection and continues west on Flinders Highway to 220m west of the Wine Shanty Road intersection and includes the realignment of the Wine Shanty Road Intersection

This stage will commence after the first section is completed and will be carried out under traffic control (traffic lights). Both stages of the project are expected to be completed in within 22 weeks.

The safety to users of Flinders Highway will be greatly enhanced through the construction of this project. The three main intersections will be realigned improving the configuration and increasing sightlines to meet modern day road design standards and the rideability of the Flinders Highway road surface will be greatly improved.

Detours
