Coffin Bay Master Plan & Implementation

Background

Lower Eyre Council work with its community throughout 2021 to develop a Master Plan for the township of Coffin Bay. The Master Plan aims to guide the future development of Coffin Bay and in particular, provide a blueprint for accommodating sensitive growth that is consistent with the character of Coffin Bay.

The final plan was adopted by Council at its Ordinary Council Meeting on 15 October 2021.

Implementation of the Coffin Bay Master Plan

The 2021 Master Plan for Coffin Bay set out a number of priorities, focused on delivering a vibrant, inclusive, and welcoming coastal and rural community that enjoys the natural environment and provides access to quality services and facilities.

Council are taking steps to progressively deliver key initiatives outlined in the Master Plan, including preparing for further detailed planning and design to support long-term, sustainable growth for the aquaculture industry, whilst enhancing the livability and environment of the township and surrounds.

About the Coffin Bay Business Precinct Regeneration Project

Offshore Longline and Rack Aquaculture is a vital industry to Coffin Bay, with the township recognised as the largest producer of oysters in Australia.  Coffin Bay and oysters are synonymous with each other, it’s part of our identity and embedded in our history.

The Coffin Bay Business Precinct Regeneration project proposes to enable sustainable and planned growth for our key industry through the rejuvenation and expansion of the existing Industrial Area, located to the immediate south-west of the town centre.

The project will include detailed investigations and planning to inform an upgrade and/or renewal of public infrastructure that will support industry growth, improve efficiency and provide community wide benefits.  Further research and investigations will determine the following works proposed including; an upgrade to the Community Wastewater System to cater to future growth and to address existing demand on the system, improvements to the Coffin Bay Boat Ramp and carpark and road transport infrastructure upgrades to improve safety and access.

The existing Waste Transfer Station site is being considered, subject to detailed investigations, to repurposed to enable expansion of the precinct and a new, sustainable facility will be built in an alternative location.

Efforts will also concentrate on rejuvenating the industrial area to enhance amenity and to create a precinct that reinforces the prominence of the Coffin Bay Oyster brand and supports engagement with community and visitors to the region.

Next Steps

The first stage of delivering this major project will include technical investigations, delivery of a precinct planning and layout study and development of detailed engineering and design. Once underway, Stage One will take approximately 12 months to complete.

Delivery of Stage One will be dependent on funding availability.

Latest News

On 20 March 2024, Council resolved to move forward with efforts to secure funding to undertake Stage One of project, via funding support from the Australian Government’s, Regional Precincts and Partnership Program (rPPP).

The rPPP seeks to support transformative investment in regional, rural and remote Australia based on the principles of unifying regional places, growing economies and serving communities.

Council will work to identify potential delivery partners for the first stage of the project and subject to funding approval will commence planning and design activities by late 2024.
